The Traffic Control & Mobility Matters Coordinator shall report to the Traffic Manager & Senior Manager, Traffic Quality & Mobility Matters. Below is a list of responsibilities:
Responsibilities:
- Preparation of temporary traffic staging plans, traffic control plans, signals timing card and transit signal layouts.
- Liaising internally with technical and construction team.
- Liaising with the Municipalities and their transit providers, Contracting Authority and MTO, as required.
- Design, analysis, and simulation of vehicles turning paths/maneuverers where applicable.
- Monitoring Staging areas, Signals operation, Transit, queue lengths in active Site along the corridor and implementing appropriate measures in support of operation and safety of all road users along municipal and provincial highways.
- Monitoring and raising operational performance issues to the Traffic Manager
- Responding to traffic-related incidents resulting from construction activities and traffic management activities. All major incidents shall be documented within 48 hours of the incident and provided to Contracting Authority and the Municipalities.
- Documenting traffic control measures and activities.
- Reviewing traffic control plans from subcontractors
- Prepare supportive internal and external documents
- Engaged with technical team on permanent traffic design topics
- Coordinating and leading on site visits with internal and external stakeholders.
- Overseeing all requirements of this Project Agreement that contribute to the safety, convenience, and orderly movement of vehicular, cycling, and pedestrian traffic; and
- Attending regularly scheduled traffic management technical and construction meetings
- Interface with both the traffic team and the construction team in the verification and management of Mobility Matters and Property Access matters related information and documentation.
- Monitor, track, and document encroachment into public right of way, including driving lanes, doorway access, sidewalks, and driveway access.
- Track Lane Closures and Property Access Closures, and verify the accuracy of data, and ensure that data are consistent with information in the appropriate repository on the SharePoint.
- Liaise with the Construction Team, the Traffic Team and the Permit, Licensing and Approval (PLA) team, in all matters relating to procurement of Lane Closures, Door Access Closures, Drive-lane Closures, Sidewalks and Driveway Access Closures.
- Provide input and assist the Communication Team with the procurement of Property Access Closure Agreements necessary for the implementation of Driveways Closures and Doorway Closures.
- Assist with the preparation of contractual submittals, and compile notes and minutes of the Mobility Matters Review Meetings.
- Perform cost evaluation of lanes, sidewalks, and property access closures
- Review unit costs and property access variations in accordance with the Project Agreement
- Analyze the lane closure data and compile the Aggregate Actual Lane Closures (AALC), Aggregate Actual Lane Closure Costs (AALCC), and Aggregate Target Lane Closure Cost (ATLCC)
- Perform statistical analysis, and evaluate variances, and trends, in comparison with lane closure forecasts
- Update the Aggregate Actual Lane Closures (AALC), Aggregate Actual Lane Closure Costs (AALCC), and Aggregate Target Lane Closure Costs
- Performs other related administrative or project-based duties as assigned.
- Assists the Senior Manager, Traffic Quality & Mobility Matters Manager in the project development.
Qualifications
- Degree or Diploma in Construction, Traffic Management or in a related field.
- 3-5 years of experience in construction/traffic related field.
- Proficient in Excel skill a must (as well as Microsoft Office).
- Good understanding of the heavy civil construction industry including development, contracting and a good knowledge of data entry requirements.
- Knowledge of the Ontario Traffic Manual’s Book 7, and the Highway Traffic Act and regulations.
- Knowledge of the Occupational Health and Safety Act
- Demonstrated experience in the development designing of traffic control plans.
- Excellent collaboration and communication skills, to oversee temporary traffic control plans development, installation, and operation.
- Valid Driver’s License in the Province of Ontario.
- Excellent grasp of the English language.
Preferred Skills
- An ability to design traffic control plans based on a description of the scope of construction work.
- Skilled in AutoCAD, AutoTurn, MicroStation and Bluebeam.
